European Commission Launches Survey on the EU Blueprint for IP Licensing and Spinoff Creation
The European Commission’s Directorate-General for Research and Innovation has launched a public survey to gather stakeholder feedback on the development of the EU Blueprint for IP Licensing and Spinoff Creation, a key action under the EU Startup and Scaleup Strategy.
The future Blueprint aims to support universities and public research organisations in the commercialisation of publicly funded research by providing practical guidance on intellectual property (IP) licensing, royalty and revenue sharing, equity participation in academic spin-offs, and incentives for researchers.
The consultation is addressed to universities, public research organisations, knowledge transfer offices, researchers, founders, innovative companies, investors and public authorities. Feedback collected through the survey will help shape the final guidance, which is expected to be adopted by the European Commission by the end of 2026.
The survey will remain open until 16 August 2026.
