First Biennial Report on EU's Global Approach to R&I released

On June 29th 2023, the European Commission adopted a comprehensive report on the implementation of the EU's strategy for international cooperation in research and innovation (R&I), known as the Global Approach to R&I. This biennial report is a snapshot of the progress made in the last two years and highlights the effectiveness and relevance of the Global Approach.

The report showcases the EU's commitment to openness and values while safeguarding its strategic assets, interests, autonomy, and security. Notably, the EU successfully associated non-EU countries with Horizon Europe and established joint commitments with international partners to shape global governance. Promoting multilateral R&I cooperation, the EU has been actively working on science-based solutions for fair green and digital transitions, health security, crisis preparedness, and response. Additionally, international partnerships have been developed to reduce strategic dependencies in key technological areas and value chains.

The findings underscore the EU's significant progress in implementing the actions laid out in the Global Approach Communication. Emphasizing openness and international cooperation, the EU remains well-equipped with instruments to protect its interests and strengthen its position in the world.
