The European Commission has officially adopted a delegated act under the Digital Services Act (DSA), enabling vetted researchers across Europe to gain access to internal data from Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs)

This marks a major step toward promoting independent research on systemic digital risks, including disinformation, algorithmic bias, and electoral manipulation. By facilitating access to platform data, the initiative empowers the scientific community to support evidence-based digital policy and improve online safety and transparency. 

How to Become a Vetted Researcher 

Researchers seeking access to internal data from very large online platforms (VLOPs) and search engines (VLOSEs) under the Digital Services Act (DSA) must apply for vetted status through the newly launched DSA Data Access Portal. The application process is project-specific and platform-specific, ensuring tailored access aligned with data protection and platform integrity requirements. 

To be eligible, applicants must demonstrate affiliation with a recognised research organisation, independence from commercial interests, and the capacity to handle data responsibly in line with established security, confidentiality, and privacy standards. Additionally, researchers must disclose the funding sources of their project and commit to publishing the outcomes of their research. 

The portal is already open for researchers to begin drafting their applications. However, submissions will only be accepted starting in October 2025, following the conclusion of the European Parliament and Council’s three-month scrutiny period of the delegated act

The delegated act defines the procedures for how data should be made accessible to vetted researchers, clarifies the obligations of VLOPs, VLOSEs, and Digital Services Coordinators (DSCs), and introduces common tools and processes to ensure harmonised implementation across the EU. It also incorporates lessons learned from a pilot project involving DSCs and researchers funded by the European Research Council (ERC).
